Two buyers on one lane: modern retail wanting fresh, and reprocessors wanting frozen raw material. They are not the same trade.

Vietnam imports Norwegian salmon for two entirely different purposes, and an offer written for one is useless to the other. Retail and food service buy fresh head-on gutted and fillet for immediate sale. The reprocessing sector — which is among the largest in the world — buys frozen raw material to cut, pack and in many cases re-export, and for them the binding constraints are yield per kilo, block format and the documentation needed for the onward market. The specification has to name which of the two it is before a supplier can price it.

Who checks it on arrival

The National Agro-Forestry-Fisheries Quality Assurance Department under Vietnam’s Ministry of Agriculture. Where the product is reprocessed for onward export, the receiving market’s requirements apply on top and have to be settled before production, not after.

What stops a first shipment here

Double-frozen material must be declared. Raw material bought as single-frozen and delivered double-frozen is the most common documentation dispute on this lane, and it surfaces at the re-export border rather than at the plant.
