Dubai buys for hotels, restaurants, airline catering and premium supermarkets, and it re-exports through its free zones into the wider region. Both sides of that trade run on airfreight and both are unforgiving about arrival temperature, because the exposure is a hot apron rather than a long flight. Packaging that performs in a Northern European winter is not the same packaging, and coolant that is adequate on paper for a scheduled transit is not adequate for the transit that actually happens when a connection slips.

Who checks it on arrival
The competent municipal food control authority in the emirate of entry, with the Ministry of Climate Change and Environment on the veterinary side. Requirements differ between emirates more than exporters expect, so the destination emirate is part of the specification.
What stops a first shipment here
Demand is seasonal in a way the calendar does not show. Ramadan and the winter hotel season are the two peaks, and summer demand falls sharply as the region empties — a programme priced on a spring week will not hold in July.
